Urban Conflicts and Transformation of the Local Political Regime in Yekaterinburg

The article explores the mechanisms that enable the local political regime transformations in response to the contestation of urban space. It is assumed that a variety of informal interaction practices between elites and other subjects of conflicts as well as numerous other conditions, such as accumulated experience of civic activism or city officials’ personal qualities, contribute to citizens’ ability to successfully defend their interests. In rare cases, city authorities are forced to change their models of interaction with residents, incorporating elements of collaborative planning and attempting to prevent conflicts from escalating in response to certain challenges (including protest activity).
Yekaterinburg is considered as an example of a city that has achieved some “liberalization” of the local political regime and improved its capacity to reach a compromise with activists. The authors identify the factors that contributed to the corresponding progressive changes after analyzing media materials over the past ten years and conducting an expert survey of protest leaders, journalists, analysts, and representatives of both local and regional authorities.
