Interaction between the State and Civil Society: Assessment of the Effectiveness of Social Partnership policy

Abstract

The purpose of the study is to substantiate the need for a comprehensive analysis of the effectiveness of the social partnership policy, namely, to disclose it from the perspective of economic, socio-economic, and social factors as independent types of such effectiveness. This implies, on the one hand, that their identification and calculation are based on objective and externally measurable indicators. On the other hand, subjective assessments express the varying opinions of experts, representatives of the state, civil society institutions, businesses, and ordinary citizens. Special attention is paid to social efficiency associated with forming so-called social effects, which often cannot be quantified and require qualitative analysis methods. One of these social effects is an increase in the degree of satisfaction of the population (with the current situation, the solution of the problem, etc.) as an integrated indicator of the effectiveness of the social partnership policy between the state and civil society. In this regard, the article presents options for analyzing the social effectiveness of the social partnership between the state and civil society in Moscow, which is based on constant monitoring of the mood and reaction of its residents to the policies implemented by public authorities in the city. Sociological research conducted here on an ongoing basis has made it possible to determine the attitude of Muscovites to the policy of social partnership implemented by public authorities, to identify the degree of their support for this policy, and to identify its shortcomings. As a result of the study, citizens are pretty quickly involved in social partnership with the state if they realize a problem that violates the comfortable environment of their existence at the existential level and requires the participation of public authorities to solve it. Further improvement of the effectiveness of the social partnership between the state and civil society largely depends on the introduction of digital information and communication technologies into its mechanisms, which will lead not only to the emergence of new forms and methods but also significantly affect the subjects of this partnership themselves.
