Abstract

The author considers that the management models are destructive when they are reproduced in Russia. In these circumstances the culture which has massive adaptation potential can avoid problems and estrangement barriers between the authorities and the public. Depending on its content and orientation, culture can have both positive and negative effects as a moral factor. The article describes the culture of market in modern Russia and its destructive influence on the society and management strategies. The author assumes that the return to the values of traditional culture can raise the effectiveness of the management activities of the governmental bodies. The author uses the expert council data to prove this statement. In general, experts gave negative assessment of the authorities` managerial activities; they think that the cultural elements are very important among all the qualities of a leader. Semantic differential method used by the author during the survey proves the importance of the values of traditional culture. According to the experts` suggestions aimed to improve the culture of the leaders, the author singles out four basic groups. The author concludes that the main task to be solved before the cultural values are included in the process of social management is to clear Russian culture of dominant free market values.
