Non-standard forms of employment and changes in human capital: analysis of the unskilled labor migration to Russia

Abstract

The paper provides an analy- sis of the effects of non-standard forms of employment on the dynamics of human capital in contemporary world Its empirical focus is on low- and unskilled labor migration to Russia. The first part of the article considers human capital as a social and economic phenomenon; its development is one of the relevant problems of contemporary organization. In this regard, it is of interest to study the effects of new forms on non-standard (non-typical) forms of employment on the human capital development or degradation; despite several positive tendencies, certain characteristics of non-standard forms of employment threaten work- ers’ human capital. In the second part of the article this issue is considered through the case of the conditions and the character of labor of the low-skilled labor migrants in Russia. Using the secondary data the author examines forms of non-traditional employment of unskilled labor migrants in Russia. The study shows that the impact that these forms of employment has on human capital of both single migrant worker and the country in general is negative and leads to underuse of the worker’s potential.
