Gaps in the Russian anti-corruption law and unspoken rules of fight against corruption

Abstract

Corruption is quite poorly defined by the Russian law, so it has many definitions. It makes the legal precedent trial procedures more complicated but at the same time it allows the law enforcement bodies choosing the guilty at their own discretion. The article provides an analysis of various interpretations of this legal norm applied in corruption cases. Essential characteristics of corruption are revealed. Corruption is treated as a system comprising four level-related elements, namely the level of public and municipal administration, the level of budget-funded organizations, private sector and international level. The author outlines the focus areas to improve anti-corruption legislation and to conduct relevant scientific studies in this field.
