Adaptation of the Territory Selection Methodology for Integrated Development Using Spatial Analysis Methods

Abstract

The article regards the problem of housing inequality caused by differences in the living conditions of citizens in St. Petersburg, resulting from the adopted urban development model. Even though a large volume of dilapidated and hazardous housing is accumulated in the established city's districts, most territories allocated for integrated development in St. Petersburg are located on peripheral, undeveloped lands. This contributes to urban sprawl and does not address the problem of outdated housing renovation, provoking growing inequality in housing quality and infrastructure provision between the central part of the city and new districts located on the outskirts of the city.

As a first step toward addressing housing inequality, this article proposes adapting the Ministry of Construction's methodology for selecting areas for integrated development. The author suggests supplementing the spatial analysis of the city territory using GIS tools with an assessment based on the criteria of renovation feasibility, which involves (1) an assessment of the degree of residential buildings dilapidation based on data on completed major repairs and (2) an assessment of the availability of free space in the area for the construction of a starter apartment building in order to preserve existing communities without relocation to other areas. The proposed methodology is tested using the example of St. Petersburg to identify the most attractive areas for the implementation of a high-quality transformation of the housing stock and changing the overall vector of urban development. The adapted methodology can be applied in other regions of the Russian Federation, since it uses data from open sources.
