Abstract

The article is based on the results of the research that was carried by VCIOM in the second half of 2008. The process of the society`s acknowledgment of the role of local self-government in political system of the country is slow and controversial. According to the strong stereotype in public legal consciousness the local self-government is a continuation of the administrative vertical from the bottom. The view that the local self-government is a specific civil institute and a form of population`s self-organization from the bottom has not gained popularity yet. The formation of local self-government is one of the most crucial problems Russian society faces.
