Abstract

Rural resettlement across the country is a serious scientific problem. There are still no adequate solutions that can make this process manageable; reducing its trauma for citizens and contributing to the preservation of the territorial integrity of the country. The Soviet state settlement policy largely unified the regions; The history of this problem in Tomsk region, adjusted for Siberian specificity, is typical in many respects and, as a result, can be the basis for conclusions that are significant on the national level. The article shows how the idea to destroy the existing organization of the countryside and rebuild it anew, systematically and rationally, by the 1970s. failed. The reorganization of the rural settlement network practically did not take place and did not become a factor in the growth of agricultural production. Due to a number of difficulties, in particular financial ones, it was not possible to carry out systematic reforms, nor was it possible to manage the movements of rural residents. By the end of the 1980s the village for the political system remained problematic, but in itself, paradoxically, it again became acceptable for the residence of those who could adapt. For the first time in Soviet history, the peasantry gained a relatively well-fed existence, reaching in 1989 87% of the level of profitability of industrial workers.
