Abstract

The article is based upon the results of the expert poll involving activists of the Belgorod region (N=30) and provides an analysis of the impact of the non-governmental organizations and associations on the formation of personal traits being fundamental to solidarity consciousness as well as public values and relationships that define the level of solidarity and the level of development of civic society (justice, trust, mutual help, tolerance, etc,). The empirical data analysis allows concluding that the activity of non-governmental organizations aimed at forming solidarity attitude is extremely important. People have an opportunity to develop such social qualities as respect for interests of other people and responsibility for everything that happens around them. The non-governmental organizations themselves facilitate the formation of moral and ethical basis of the society establishing mutual help, public morality and communication culture. At the same time, both expert witness and mass consciousness underestimate the role of non-governmental organizations in the development of the civic institutions. This is due to socio-cultural specifics of the Russian society that manifests itself in excessive personalization of public relationships and structures, dominance of personality over law, and dislike for purely formal relations.
